Why can't an iPhone just export a Live Photo as a GIF?
A Live Photo is not a GIF and never was. When you tap the shutter, the iPhone records a 12-megapixel still frame plus roughly 1.5 seconds of motion before and after it — about three seconds of video in total, captured as an H.264/HEVC clip and bundled together with the still inside a single package. The Photos app can play that motion back when you press and hold, and it can re-share it to other Apple devices as a Live Photo, but it deliberately keeps the still and the video as two separate pieces of media.
